You can create an unlimited amount of plans but you can only add and remove features if you have the Enterprise Boost module. If you do not have this module you will simply tell your clients that if they use any services not available in their package they will be charged a penalty fee. The features that you choose to include should be tailored to fit the specific niches that you are selling to.
